According to the source 侯波：我在天安门城楼拍摄开国大典 (Hou Bo: I filmed the founding ceremony in Tiananmen Gate) [1][2], the photo was firstly published in the 1980s. The source said, "我拍的这张《开国大典》最初被保存在中南海摄影科，后来又被送到新华社受到特别保护。20世纪80年代，经过特别批准，开始在多个国家巡回展出。" ("The "Founding Ceremony" I photographed was originally kept in the Zhongnanhai Photography Department, and later sent to Xinhua News Agency for special protection. In the 1980s, with special approval, it began touring exhibitions in many countries.") Note that Hou Bo (侯波) died in 2017.
